As the visibility of non-state actors in international relations has increased, the literature on non-state actors has grown, taking up the task of consider- ing the role, nature and influence of non-state actors in international rela- tions (Neumann 2011; Keck & Sikkink 1999; Cooper & Hocking 2000; Forma & Seggar 2006; Kelley 2010).
New strands of thought can now be located within the literature on diplomacy, which now includes the study of traditional di- plomacy, the role of non-state actors and the emergence of non-state actors as diplomatic actors.
Indeed, the growth of non-state actors in the diplomatic landscape invites an exploration of the role of non-state actors in international relations, their relationship with governments, and the nature of their status within the traditional Westphalian system.
